1.1研究背景及研究意(yi)义(yi)

1.1.1研究背景

随着我国经(jing)济的(de)(de)迅速(su)发展、现代科技(ji)的(de)(de)进步(bu),居民(min)的(de)(de)用电(dian)需(xu)求(qiu)量(liang)也在逐年(nian)上涨,部(bu)分(fen)地区最初的(de)(de)设(she)计的(de)(de)变电(dian)站(zhan)规模(mo)和采用的(de)(de)输电(dian)设(she)备已经(jing)不足(zu)以满足(zu)现在的(de)(de)用电(dian)需(xu)求(qiu),许多设(she)备已经(jing)超(chao)负荷(he)运行(xing),一些年(nian)限较长的(de)(de)设(she)备老化问(wen)题也越来(lai)越严(yan)重(zhong),设(she)备的(de)(de)运行(xing)维护成本(ben)也在逐年(nian)增加,电(dian)网的(de)(de)安全稳(wen)定运行(xing)、用户用电(dian)的(de)(de)电(dian)能质量(liang)都(dou)存在隐患。2018年(nian),哈尔滨供电(dian)公(gong)(gong)司又新增大(da)量(liang)高铁线路(lu),公(gong)(gong)司生产运行(xing)面临新的(de)(de)挑战(zhan)。在这样的(de)(de)生产需(xu)求(qiu)下,老旧变电(dian)站(zhan)改(gai)造项目(mu)(mu)成为了目(mu)(mu)前(qian)公(gong)(gong)司生产的(de)(de)主要任(ren)务。

220kv阿城变电(dian)(dian)站负(fu)责阿城区(qu)大部(bu)分地(di)(di)区(qu)供(gong)电(dian)(dian),运行(xing)(xing)年限已久(jiu),设备老化(hua)严重(zhong),运行(xing)(xing)维护困难(nan),但(dan)又负(fu)责重(zhong)要地(di)(di)区(qu)用电(dian)(dian),所以决(jue)定(ding)对其进行(xing)(xing)设备综合自动化(hua)改造(zao),减少电(dian)(dian)网运行(xing)(xing)中的(de)(de)不确定(ding)因(yin)素,确保用户(hu)用电(dian)(dian)的(de)(de)安全可靠。电(dian)(dian)气设备改造(zao)项(xiang)(xiang)目(mu)(mu)不同(tong)于(yu)新(xin)建项(xiang)(xiang)目(mu)(mu),程序非(fei)(fei)常(chang)复杂,需(xu)要非(fei)(fei)常(chang)多(duo)(duo)的(de)(de)技术人员、专业的(de)(de)设备、管理人员和(he)资金支持。施(shi)工过程中涉及到(dao)很(hen)多(duo)(duo)复杂的(de)(de)情(qing)况(kuang),例如(ru),连续(xu)施(shi)工、交叉作业多(duo)(duo)、施(shi)工场地(di)(di)范围受限等情(qing)况(kuang)。同(tong)时(shi)(shi),项(xiang)(xiang)目(mu)(mu)施(shi)工过程中还(hai)会遇到(dao)各种(zhong)突发状(zhuang)况(kuang),为(wei)了(le)保证(zheng)项(xiang)(xiang)目(mu)(mu)能够在计划停(ting)电(dian)(dian)时(shi)(shi)间内完(wan)成改造(zao)项(xiang)(xiang)目(mu)(mu),项(xiang)(xiang)目(mu)(mu)的(de)(de)实(shi)施(shi)需(xu)要进行(xing)(xing)严格(ge)地(di)(di)进度管理控制。项(xiang)(xiang)目(mu)(mu)进度管理是项(xiang)(xiang)目(mu)(mu)实(shi)施(shi)过程中不可或缺的(de)(de),对项(xiang)(xiang)目(mu)(mu)的(de)(de)完(wan)成有着(zhe)重(zhong)要作用。

1.2主要研究(jiu)内(nei)容与技术(shu)路(lu)线

1.2.1主要研究内(nei)容(rong)

本文以哈尔滨(bin)供(gong)电公(gong)司220kv阿(a)城变电站综合自动化(hua)改造(zao)项目(mu)为(wei)研(yan)究案例,结合当前电力改造(zao)工(gong)程实际情(qing)况,运用进(jin)度(du)管理的理论知识(shi)方(fang)法(fa),对该项目(mu)进(jin)行项目(mu)进(jin)度(du)的计划与控(kong)制,确保了该项目(mu)能在计划时间内完(wan)成(cheng)。主(zhu)要内容如下:

(1)分(fen)析(xi)(xi)阿(a)城变电(dian)(dian)站综(zong)合自动化改(gai)造项(xiang)目情况与影(ying)响因素(su)。对阿(a)城变电(dian)(dian)站综(zong)合自动化改(gai)造工(gong)程的(de)基本情况及要(yao)实现(xian)的(de)工(gong)期目标(biao)进行(xing)简(jian)要(yao)介绍(shao),分(fen)析(xi)(xi)了(le)项(xiang)目供(gong)电(dian)(dian)需求,利用wbs对工(gong)作进行(xing)分(fen)解,在此基础上(shang)分(fen)析(xi)(xi)了(le)项(xiang)目进度的(de)影(ying)响因素(su)。

(2)制(zhi)定阿(a)城变电站综(zong)合自动(dong)化(hua)改造项(xiang)目(mu)进度计(ji)(ji)(ji)(ji)划(hua)。分(fen)析项(xiang)目(mu)工作之间的逻辑关系(xi),对项(xiang)目(mu)工作时间进行了估计(ji)(ji)(ji)(ji),利(li)用pert、网络计(ji)(ji)(ji)(ji)划(hua)技(ji)术等(deng)方法(fa)制(zhi)定了阿(a)城变电站综(zong)合自动(dong)化(hua)改造项(xiang)目(mu)进度计(ji)(ji)(ji)(ji)划(hua),进行时间参数(shu)计(ji)(ji)(ji)(ji)算(suan)和关键(jian)路(lu)线确认,并在此基础上对项(xiang)目(mu)进度计(ji)(ji)(ji)(ji)划(hua)进行优化(hua)。

(3)实施阿城变(bian)电站综合自动化改造项目(mu)(mu)(mu)进(jin)度(du)控制。对(dui)(dui)阿城变(bian)电站综合自动化改造项目(mu)(mu)(mu)进(jin)行动态(tai)监测,利用挣值(zhi)法进(jin)行偏差分析(xi),找到对(dui)(dui)工(gong)程进(jin)度(du)的影响因素,调(diao)整项目(mu)(mu)(mu)计划等,通过进(jin)度(du)控制确(que)保(bao)项目(mu)(mu)(mu)的进(jin)度(du)目(mu)(mu)(mu)标(biao)能如期实现。

2.1项目概况(kuang)

计量系统:站(zhan)(zhan)(zhan)内电(dian)(dian)度表均为(wei)电(dian)(dian)子式多功能(neng)表,切均已组屏安装。220kv阿城变(bian)电(dian)(dian)站(zhan)(zhan)(zhan)自(zi)建(jian)成投运(yun)以(yi)(yi)来,站(zhan)(zhan)(zhan)内设备(bei)己持(chi)续(xu)运(yun)行(xing)(xing)二十年,变(bian)电(dian)(dian)站(zhan)(zhan)(zhan)原有(you)设计己经(jing)难(nan)以(yi)(yi)满足(zu)当(dang)前经(jing)济发展需(xu)求(qiu),而且站(zhan)(zhan)(zhan)内的一次、二次设备(bei)运(yun)行(xing)(xing)年限(xian)已久,设备(bei)老化严(yan)重(zhong),早己超过(guo)其使用(yong)(yong)周(zhou)期,运(yun)行(xing)(xing)维护困难(nan),维护费用(yong)(yong)大大增加,自(zi)动化系统也难(nan)以(yi)(yi)满足(zu)日益增长的用(yong)(yong)电(dian)(dian)需(xu)求(qiu)。为(wei)提高(gao)变(bian)电(dian)(dian)站(zhan)(zhan)(zhan)供电(dian)(dian)可靠性及安全(quan)性,保证系统安全(quan)运(yun)行(xing)(xing),以(yi)(yi)公司决定(ding)对阿城变(bian)电(dian)(dian)站(zhan)(zhan)(zhan)进行(xing)(xing)综合自(zi)动化改(gai)造。

环境因(yin)(yin)素(su)(su)(su)主要(yao)包括天(tian)(tian)气因(yin)(yin)素(su)(su)(su)和季(ji)节(jie)(jie)因(yin)(yin)素(su)(su)(su)。由(you)于工(gong)期较长,季(ji)节(jie)(jie)跨越幅度(du)(du)较大,环境影(ying)响(xiang)(xiang)(xiang)(xiang)也随之(zhi)变(bian)动。天(tian)(tian)气因(yin)(yin)素(su)(su)(su)可(ke)分(fen)(fen)为:(1)一(yi)定计数以上的(de)(de)强风,会(hui)对(dui)需(xu)要(yao)高工(gong)作业的(de)(de)工(gong)序产(chan)生不(bu)(bu)利影(ying)响(xiang)(xiang)(xiang)(xiang);(2)长期持续降雨,主要(yao)影(ying)响(xiang)(xiang)(xiang)(xiang)户(hu)外作业环节(jie)(jie)。季(ji)节(jie)(jie)因(yin)(yin)素(su)(su)(su)可(ke)分(fen)(fen)为:(1)多(duo)雨水季(ji)节(jie)(jie),主要(yao)会(hui)对(dui)土石(shi)方(fang)回(hui)填(tian)、线路、变(bian)压(ya)器等一(yi)次(ci)设(she)备安装工(gong)序产(chan)生不(bu)(bu)利影(ying)响(xiang)(xiang)(xiang)(xiang);(2)高温(wen)天(tian)(tian)气,会(hui)对(dui)需(xu)要(yao)户(hu)外操作的(de)(de)工(gong)序产(chan)生不(bu)(bu)利影(ying)响(xiang)(xiang)(xiang)(xiang);(3)低(di)温(wen)天(tian)(tian)气,对(dui)需(xu)要(yao)户(hu)外操作的(de)(de)工(gong)序产(chan)生不(bu)(bu)利影(ying)响(xiang)(xiang)(xiang)(xiang)。除(chu)此(ci)之(zhi)外,由(you)于地理上的(de)(de)特殊性,在(zai)(zai)夏季(ji)和冬季(ji)哈尔滨供电公司将(jiang)迎(ying)来(lai)“迎(ying)峰度(du)(du)夏”和“迎(ying)峰度(du)(du)冬”等保电工(gong)作,在(zai)(zai)此(ci)期间停电工(gong)作会(hui)受(shou)到一(yi)定影(ying)响(xiang)(xiang)(xiang)(xiang)。环境因(yin)(yin)素(su)(su)(su)是(shi)编制项(xiang)目(mu)进(jin)度(du)(du)计划(hua)过程中的(de)(de)需(xu)要(yao)考(kao)虑的(de)(de)常规因(yin)(yin)素(su)(su)(su)。因(yin)(yin)此(ci),在(zai)(zai)计划(hua)中应有相关(guan)的(de)(de)方(fang)案或措(cuo)施来(lai)应对(dui)环境因(yin)(yin)素(su)(su)(su)可(ke)能(neng)给项(xiang)目(mu)带来(lai)的(de)(de)不(bu)(bu)利影(ying)响(xiang)(xiang)(xiang)(xiang)。在(zai)(zai)环境不(bu)(bu)利的(de)(de)时候,户(hu)外与(yu)室内可(ke)进(jin)行交(jiao)叉作业;保电工(gong)作期间,可(ke)进(jin)行不(bu)(bu)需(xu)停电作业;夏季(ji)施工(gong),午休时间可(ke)适(shi)(shi)当(dang)延长;冬季(ji)施工(gong),午休时间可(ke)适(shi)(shi)当(dang)缩短;如遇到不(bu)(bu)可(ke)抗(kang)力因(yin)(yin)素(su)(su)(su),除(chu)保障施工(gong)质(zhi)量外,还需(xu)注意(yi)个人安全,并按照实际情(qing)况对(dui)项(xiang)目(mu)进(jin)度(du)(du)计划(hua)进(jin)行适(shi)(shi)当(dang)调整。

2.2.2组织(zhi)机(ji)构配置对(dui)项目进度影(ying)响

(1)分析阿城变电站改造(zao)项(xiang)目的实(shi)(shi)(shi)施内(nei)容与(yu)影响(xiang)因素。对此(ci)次项(xiang)目的实(shi)(shi)(shi)施内(nei)容与(yu)实(shi)(shi)(shi)施目标进(jin)(jin)行(xing)(xing)了简要介绍,利用WBS对工作进(jin)(jin)行(xing)(xing)分解(jie),在此(ci)基(ji)础上分析了可能对进(jin)(jin)度(du)计划产生影响(xiang)的因素。

(2)制定了(le)阿城变(bian)电站改造项(xiang)目(mu)进(jin)(jin)度(du)计划。在工(gong)作(zuo)分(fen)解(jie)后,分(fen)析项(xiang)目(mu)各项(xiang)工(gong)作(zuo)之间的(de)逻辑关(guan)系(xi),通过乐观(guan)时间、悲观(guan)时间、最可能(neng)时间对项(xiang)目(mu)工(gong)作(zuo)时间进(jin)(jin)行(xing)估(gu)计,利用网络计划技术制定项(xiang)目(mu)进(jin)(jin)度(du)计划,进(jin)(jin)行(xing)时间参数计算(suan)与(yu)关(guan)键路线(xian)确认,并在此基础(chu)上对工(gong)作(zuo)进(jin)(jin)行(xing)时间压(ya)缩(suo),对项(xiang)目(mu)计划进(jin)(jin)行(xing)优化(hua)。

(3)制定了(le)阿城变电(dian)站改(gai)造进(jin)(jin)(jin)度(du)控(kong)制措施(shi)。变电(dian)站改(gai)造项(xiang)目(mu)涉(she)及(ji)影响(xiang)因素较(jiao)多(duo),施(shi)工环(huan)境复(fu)杂,为保(bao)证项(xiang)目(mu)如(ru)期完工,制定了(le)项(xiang)目(mu)进(jin)(jin)(jin)度(du)控(kong)制措施(shi)。对(dui)项(xiang)目(mu)进(jin)(jin)(jin)行(xing)实时监测(ce),并对(dui)产生的偏差进(jin)(jin)(jin)行(xing)及(ji)时分析,在(zai)此基础上制定项(xiang)目(mu)进(jin)(jin)(jin)度(du)控(kong)制的保(bao)障措施(shi),从组织、技术、资源(yuan)、制度(du)方面对(dui)进(jin)(jin)(jin)度(du)控(kong)制进(jin)(jin)(jin)行(xing)保(bao)障,确保(bao)项(xiang)目(mu)进(jin)(jin)(jin)度(du)管理(li)能达到预期的目(mu)标。
