伴随我国(guo)(guo)不(bu)断推(tui)(tui)进(jin)的(de)城市化(hua)进(jin)程,国(guo)(guo)内经济也得(de)以迅猛发展(zhan),中(zhong)国(guo)(guo)人口(kou)持续增多(duo)(duo),生活(huo)环境和住房(fang)需求激增,这(zhei)(zhei)些都在很大程度上直接推(tui)(tui)动了(le)(le)中(zhong)国(guo)(guo)房(fang)地(di)产(chan)(chan)行(xing)(xing)业(ye)的(de)迅速(su)发展(zhan),特(te)别是就近几年(nian)给中(zhong)国(guo)(guo)经济的(de)成长与发展(zhan)带来(lai)了(le)(le)很强的(de)推(tui)(tui)动力。从某种意义(yi)上而言,房(fang)地(di)产(chan)(chan)行(xing)(xing)业(ye)俨(yan)然跻身成为我国(guo)(guo)经济建设的(de)重(zhong)要支(zhi)柱产(chan)(chan)业(ye)之一,该行(xing)(xing)业(ye)持续健康发展(zhan)对(dui)我国(guo)(guo)民众(zhong)的(de)切身利(li)益与社(she)会稳(wen)定发挥着(zhe)重(zhong)要作(zuo)用。随着(zhe)该行(xing)(xing)业(ye)的(de)迅猛成长,国(guo)(guo)内社(she)会建设步(bu)骤(zhou)持续加(jia)快,诸(zhu)多(duo)(duo)风(feng)险(xian)也相应出现,房(fang)地(di)产(chan)(chan)工程项(xiang)目(mu)运转(zhuan)周期(qi)(qi)(qi)较(jiao)(jiao)长、资金投入(ru)量巨大,在我国(guo)(guo)各种政治决策的(de)作(zuo)用下(xia),该行(xing)(xing)业(ye)能否获得(de)预期(qi)(qi)(qi)利(li)润,很大程度上取决于(yu)项(xiang)目(mu)能否占得(de)优(you)势(shi),是不(bu)是具备一定的(de)竞争(zheng)优(you)势(shi),仅在这(zhei)(zhei)种情况下(xia)才可以把握(wo)机(ji)会面临挑战,实现更高利(li)益[1]。为了(le)(le)达到这(zhei)(zhei)一目(mu)的(de),很多(duo)(duo)房(fang)地(di)产(chan)(chan)公司(si)为了(le)(le)提高工程项(xiang)目(mu)速(su)度,追赶工期(qi)(qi)(qi),缺斤少(shao)两,降低成本,致(zhi)使出现了(le)(le)很多(duo)(duo)不(bu)合规(gui)工程,最终导致(zhi)工程延期(qi)(qi)(qi),运作(zuo)成本提高。所(suo)以,探究对(dui)规(gui)模较(jiao)(jiao)大的(de)房(fang)地(di)产(chan)(chan)工程项(xiang)目(mu)的(de)运作(zuo)规(gui)划进(jin)行(xing)(xing)优(you)化(hua)和管控是非常必要的(de)。

基于以(yi)上社会现(xian)象,本文选取了万荟商业(ye)广场(chang)项目(mu)(mu)(mu)作(zuo)为(wei)研究(jiu)对象,对其(qi)进度优化和(he)控(kong)(kong)制等(deng)(deng)进行具体(ti)研究(jiu)分析。施(shi)(shi)(shi)(shi)工(gong)(gong)过(guo)程(cheng)作(zuo)为(wei)房(fang)地(di)(di)(di)(di)产(chan)(chan)(chan)项目(mu)(mu)(mu)管理(li)(li)的(de)(de)核心,关系到整个(ge)工(gong)(gong)程(cheng)的(de)(de)质量(liang)和(he)成(cheng)本控(kong)(kong)制等(deng)(deng)多方面(mian),在项目(mu)(mu)(mu)施(shi)(shi)(shi)(shi)工(gong)(gong)阶段,很多房(fang)地(di)(di)(di)(di)产(chan)(chan)(chan)行业(ye)的(de)(de)公(gong)司通常并不(bu)清楚其(qi)作(zuo)为(wei)建造(zao)机(ji)构的(de)(de)职能与(yu)(yu)责任(ren)(ren),工(gong)(gong)程(cheng)实(shi)施(shi)(shi)(shi)(shi)全部交给(ji)承包者进行管控(kong)(kong),监管责任(ren)(ren)交给(ji)监督管理(li)(li)方,自己只(zhi)担负了工(gong)(gong)程(cheng)资金(jin)款(kuan)项的(de)(de)投入与(yu)(yu)拨付职责,因而缺少对工(gong)(gong)程(cheng)建造(zao)整个(ge)环(huan)(huan)(huan)节(jie)的(de)(de)监管,所以(yi)经(jing)常导(dao)致(zhi)工(gong)(gong)程(cheng)项目(mu)(mu)(mu)工(gong)(gong)期延(yan)迟、质量(liang)不(bu)合(he)(he)格、成(cheng)本过(guo)高等(deng)(deng)问(wen)题(ti);再者在房(fang)地(di)(di)(di)(di)产(chan)(chan)(chan)项目(mu)(mu)(mu)的(de)(de)管控(kong)(kong)里,房(fang)地(di)(di)(di)(di)产(chan)(chan)(chan)公(gong)司通常只(zhi)依靠(kao)自己的(de)(de)历(li)史(shi)经(jing)验,缺少合(he)(he)理(li)(li)高效的(de)(de)信息和(he)理(li)(li)论支(zhi)撑,致(zhi)使(shi)出现(xian)监管水准和(he)工(gong)(gong)程(cheng)项目(mu)(mu)(mu)发展不(bu)匹配(pei)等(deng)(deng)一连串问(wen)题(ti)[2]。经(jing)过(guo)将工(gong)(gong)程(cheng)项目(mu)(mu)(mu)控(kong)(kong)制理(li)(li)论和(he)具体(ti)操(cao)作(zuo)相融(rong)合(he)(he),全面(mian)把握理(li)(li)论基础引(yin)导(dao)实(shi)际操(cao)作(zuo)的(de)(de)关键性;经(jing)过(guo)解析工(gong)(gong)程(cheng)实(shi)施(shi)(shi)(shi)(shi)环(huan)(huan)(huan)节(jie)房(fang)地(di)(di)(di)(di)产(chan)(chan)(chan)公(gong)司的(de)(de)工(gong)(gong)作(zuo)职责,统计总(zong)结(jie)(jie)容易产(chan)(chan)(chan)生的(de)(de)弊病(bing)和(he)对应的(de)(de)举措,房(fang)地(di)(di)(di)(di)产(chan)(chan)(chan)公(gong)司作(zuo)为(wei)工(gong)(gong)程(cheng)实(shi)施(shi)(shi)(shi)(shi)环(huan)(huan)(huan)节(jie)关键的(de)(de)管控(kong)(kong)方,需要不(bu)断学习(xi)与(yu)(yu)总(zong)结(jie)(jie),提升(sheng)其(qi)对工(gong)(gong)程(cheng)项目(mu)(mu)(mu)实(shi)施(shi)(shi)(shi)(shi)进程(cheng)管控(kong)(kong)的(de)(de)关注度。

1.2 国内外研(yan)究现状

1.2.1 国外研究(jiu)现状

从 21 世纪开始至(zhi)今,外国(guo)学者在工程(cheng)项目管(guan)理方面实现(xian)了很多试(shi)验,进(jin)一步深(shen)化项目施工进(jin)程(cheng)管(guan)理的有(you)关理论。

在管理(li)形式上,从分(fen)散化(hua)(hua)管控(kong)(kong)转(zhuan)向了集中(zhong)化(hua)(hua)管控(kong)(kong),不(bu)过(guo)在这一转(zhuan)换流(liu)程(cheng)(cheng)里,很多(duo)管理(li)人(ren)员表示仅根(gen)据规(gui)定严格(ge)实行便(bian)能达(da)到科(ke)学管理(li)。然而在管控(kong)(kong)项(xiang)目施(shi)工环节,过(guo)于遵照(zhao)规(gui)章制度执行会(hui)使(shi)管控(kong)(kong)工作不(bu)能灵(ling)便(bian)实现,在很大程(cheng)(cheng)度上会(hui)妨碍监管者的主观能动(dong)性,产生不(bu)良(liang)状况,约束公司的整(zheng)体发展。在进度管控(kong)(kong)方面,管理(li)人(ren)员为加快(kuai)项(xiang)目完(wan)工速度,追赶工程(cheng)(cheng)进度,不(bu)能科(ke)学合理(li)的管控(kong)(kong)质量与安(an)全,比如工程(cheng)(cheng)质量降低(di),工程(cheng)(cheng)实施(shi)费用超标等[3-4]。

学者(zhe) Slomon 经过对(dui)某(mou)些规模较(jiao)大(da)、繁复的工程(cheng)(cheng)项目(mu)周(zhou)期(qi)的不稳(wen)定性(xing)加(jia)(jia)以(yi)解析,表示(shi)对(dui)工程(cheng)(cheng)周(zhou)期(qi)造成影响的各(ge)类(lei)因素,运(yun)用神经网和多(duo)元线性(xing)回归曲线等方式对(dui)工程(cheng)(cheng)周(zhou)期(qi)和施(shi)工顺序(xu)加(jia)(jia)以(yi)预估推测,并且(qie)表示(shi)运(yun)用电脑科(ke)技来(lai)处(chu)理进程(cheng)(cheng)问题[5]。

在管理某个项(xiang)目的(de)进(jin)行(xing)程(cheng)度的(de)时候,Walt Lipke(2018)运用了一款拥有特殊(shu)性(xing)的(de)管理技(ji)巧,利(li)用此项(xiang)技(ji)能可(ke)以清楚(chu)的(de)了解掌控(kong)的(de)范围、拟定了流程(cheng)方案,最后能够(gou)达到客户的(de)要(yao)求,这样提升(sheng)了开发者的(de)收益[6]。

Wafa Alsakini(2018)在(zai)运(yun)用(yong)(yong)哲学(xue)以(yi)及哲学(xue)的角度的基础上,讨(tao)(tao)论了流(liu)程管理(li)里面的哲学(xue)方式和(he)主要(yao)途径的一些共同点,并且从理(li)论方面讨(tao)(tao)论了能否将(jiang)两者结合在(zai)一起运(yun)用(yong)(yong)[7]。

Steyn (2018)探究了(le)此项目(mu)流(liu)(liu)程管理的每个步骤,认定包含(han)了(le)行(xing)为技(ji)能、流(liu)(liu)程表(biao)、工作划分框(kuang)架(jia)以及(ji)挣值等(deng)方面[8]。

Kamrul Ahsan (2018)改革了对项目(mu)流程的(de)管理(li),第一要把森得值(zhi)法运(yun)(yun)用在这(zhei)个(ge)管理(li)中,能(neng)够获(huo)得更大的(de)利益。对项目(mu)流程的(de)掌控以及策划,还要拥有对应的(de)管理(li)技能(neng),当前运(yun)(yun)用最为广(guang)泛的(de)就是(shi)互联网(wang)计划管理(li)技能(neng)[9]。
